SALARY:                          Grade 64               Starting Salary:  $13.5370 Hourly / $28,157 Annually

Job Summary

Under immediate supervision of the HR Supervisor and general direction of the HR Director, this position performs intermediate skilled administrative support work assisting with the administration of recruiting and benefits programs, providing administrative support for the Human Resources Department and coordinating the preparation and maintenance of human resources related files and records..  Position is also responsible for entering personnel information into a computerized system; posting vacancies and accepting and processing applications; and assisting in preparing a variety of bills, letters, forms and correspondence.    Employee performs related work as required.

 

Essential Functions

Through walk-in services, outreach, or by appointment, greets and interviews applicants and employees, gathers information, and determines eligibility for services. Completes forms, verifies information and provides information regarding services to applicants and employees. Schedules appointments as required. Assist employees with benefit questions and claim concerns and assists in processing benefit information and status changes. 

 

Responds to requests for employment verification.

 

Maintains files, databases and other information on applicants and employees. Assist in maintaining employee personnel records; enters information on deductions and name changes, pay rate, or status, using computer terminal.

 

Coordinates recruiting efforts by posting information on vacant positions, answers questions on job vacancy advertisements and procedures for making application; receives applications when there are job openings; maintains applications on file and on computer.

 

Manages and assists in benefit enrollments or changes by explaining benefits; preparing employee forms for various benefits; assists in handling retirement procedures and worker’s compensation.

 

Assist in preparing various insurance bills each month for payment.

 

Coordinates background checks, credit reports, applicant drug screening for all new hires.

 

Prepares and updates new employee orientation packages and ensures appropriate benefit paperwork is completed. Assist HR Supervisor with welcoming new hires and conducting orientations.

 

Coordinates random drug screening for all safety sensitive employees.

 

Types various letters, forms and other correspondence. Scans, files, copies and sorts documents

 

Verifies employment and income of employees.

 

Responds to public inquiry regarding recruitment procedures and benefits options.

 

Receives applicants and telephone calls.

 

Folds and mails applications; keys in and codes applications.

 

Serves on the Duplin County Safety Team

 

Manages the County’s worker’s compensation program by coordinating with worker’s comp insurance carrier whenever an employee has an accident or injury, coordinates post-accident drug and/or alcohol screening, and transitional duty for those employees that can return to work after a worker’s comp injury or accident

 

Manages the Family Medical Leave Act (FMLA) for county employees

 

Assists departments in complying with policies and procedures.

 

Works in disaster shelters as deemed necessary.

 

Other projects and responsibilities may be added at Duplin County’s discretion.

 

Job Requirements and Qualifications

Education:   Associate degree in business related field with emphasis on personnel management; supplemented by one (1) to two (2) years of previous experience and /or training in a personnel department; or an equivalent combination of education, training, and experience.

 

Training Requirements (licenses, programs, or certificates): 

 

Experience: 2-5 years of experience working in Human Resources or as an administrative assistant.  Any combination of education and experience which provides the required knowledge and abilities to perform the essential functions of the position.
